Foundation Repair in Elgin, TX

Sandy topsoil over active clay, two generations of homes, and a water code that names foundations.

Dig a flower bed in Elgin and you may turn up sandy soil. Don't let it fool you. The most common soil in our Elgin sample, Crockett, has a sandy top about 8 inches thick that reads just 1.2 for shrink and swell. Right under it sits a clay layer that reads 9.0, on the edge of the very high band.

Elgin's houses come in two generations, too. The 1970s were its busiest decade for building, and the 2000s and 2010s brought a second wave. A crack can mean something different in each, and the public records help tell them apart. Here's what they show about Elgin's ground, homes and rules, and what each means for your house.

Elgin's Side of I-35

Elgin is a Bastrop County town on the east side of the old fault line. None of our 25 USDA sample points there read low or moderate. The survey found 40% very high and 44% high:

  • Crockett, 20%. A fine sandy loam on top that reads just 1.2, over clay reading 9.0 from about 8 to 25 inches down, then 7.5 below that.
  • Wilson, 16%. A clay loam that reads 2.8 in the top 7 inches or so, then 7.5 in the clay below.
  • Houston Black, 16%. The deep black clay of the prairie. It reads 12.0 from the surface to 80 inches down, with no rock in that depth.
  • Behring, 16%. A clay from mudstone that gets more active as you go down, from 7.5 at the surface to 11.0 between about 2 and 5 feet.
  • Ferris and Edge, 8% each. Ferris reads 17.0, the highest reading we found in the area. Edge has a sandy top about 11 inches thick over clay reading 7.5.

The USDA rates anything over 9 as very high and anything under 3 as low.

Here's the part that matters. Three of those soils, Crockett, Wilson and Edge, start out low at the surface, and every one of them turns to clay further down. Behring starts at 7.5 and gets more active with depth.

So in Elgin, the yard can mislead you. A sandy bed by the front door says nothing about the clay below it. Judge the ground by the soil survey for your lot, not by what comes up on a shovel.

The ground under Elgin is also younger than the rest of the clay side. The state geologic map puts 44% of our points on the Hooper Formation and 36% on the Midway Group, both from the Paleocene, the age just after the chalks and marls under towns like Pflugerville and Manor. Our Round Rock soil guide covers Crockett in more detail.

What Elgin Homes Are Built On

Elgin counts 4,475 homes, and its median home dates from 1979. The 1970s were its busiest decade, at 21.1% of homes. Another 13.9% were built before 1940, and 23.5% predate 1960 in all. Building picked up again later, with 18.3% in the 2000s and 13.8% in the 2010s.

That split changes how you read a crack. A guide written for HUD on inspecting homes says to weigh a larger crack against the age of the building. A half-inch crack in a new building may be a sign of rapid settlement. In a building 50 years old, the same crack may mean very slow movement, as little as 1/100 of an inch a year. Elgin's 1970s houses are close to that 50-year mark now.

So a wide crack in a 2010s Elgin house deserves a prompt look. The same width in a 1970s house may have taken decades to open. Either way, the guide says the cause and the fix may differ, and only measuring tells you which case you have.

The Census doesn't count foundation types. Many older Texas homes were built raised, on pier and beam, and many newer slabs are post-tensioned, with steel cables inside the concrete. A foundation inspection will find out what you have before anyone starts work.

Permits and Rules in Elgin

We couldn't open Elgin's own site, so this comes from the city's building permit FAQ as indexed online. Confirm it with the city before work starts.

  • Foundation repair needs a permit. The FAQ lists it among the work that does, along with roof, window and siding replacement and flatwork.
  • Applications go through My Government Online.
  • The engineer and fee questions are open. We couldn't confirm whether the city wants an engineer's plan, or what it charges.

Why the permit matters more than you might think: Texas doesn't license foundation repair companies. A 2013 bill to create a state license didn't pass. So the city's permit, and an engineer's plan where one is used, carry real weight.

State engineering law covers the design of repairs to house slabs on expansive soil, unless the work meets the residential code as the local jurisdiction applies it. Ask the city, and ask your repair company who pulls the permit. Our permits guide compares the towns.

Watering Rules in Elgin

Elgin's water code names foundations directly. It sets out drought levels:

  • Level 1, May 1 to September 30, is voluntary. The code asks residents not to water outdoors from 9 a.m. to 9 p.m., except with a hand-held hose with a shut-off nozzle, a bucket or a drip system.
  • Level 2 limits outdoor watering to three days a week. Even addresses water Monday, Wednesday and Friday, odd addresses Tuesday, Thursday and Saturday, and no one on Sunday. Foundations may be watered only on your watering days, between 9 p.m. and midnight.
  • Level 4 limits watering to a hand-held hose, a drip system or a bucket, never between 9 a.m. and 9 p.m.

That code dates from 1996. The city adopted a newer drought plan in 2018 that we couldn't read in full. As indexed online, it allows watering at any time with a hand-held hose, a bucket or can of 5 gallons or less, or a drip system. Confirm the current rules with the city.

What that means in practice: if you put a soaker hose or drip line on a timer, set it to run between 9 p.m. and midnight on your watering days. That fits the older code's Level 2 window for foundations, the strictest rule we found for Elgin. Our foundation watering guide has a simple routine to start from.

Elgin Foundation Repair Questions

My Elgin yard is sandy. Can my foundation still move?

Yes. Crockett, Wilson and Edge all start out sandy or loamy at the surface and turn to clay below. Crockett's clay layer reads 9.0, starting about 8 inches down. The soil you see in a flower bed isn't always the soil under the slab.

Is a wide crack in a 1970s Elgin house a bad sign?

Not necessarily. A guide written for HUD says a half-inch crack in a 50-year-old building may mean very slow movement, as little as 1/100 of an inch a year. In a newer house, a crack that wide could point to rapid settling instead. Have it measured, and watch whether it grows.

When can I water my foundation in Elgin?

Under the 1996 code, in Level 2 you can water foundations only on your watering days, from 9 p.m. to midnight. The 2018 plan, as indexed online, allows a hand-held hose at any time. Check with the city for the current rules.

Is foundation repair on Elgin's permit list?

Yes. The city's permit FAQ, as indexed online, lists foundation repair as work that needs a permit. Applications go through My Government Online. Confirm the fee and paperwork with the city.
